I have changed the thermostat and flushed the cooling system and the same thing happens. My 2003 dodge stratus still blows cold air when the heater is on?

can you hear/feel the blend door in the dash move when it's moved from hot to cold?
Yes i can hear the door
Yes i can hear the door switch over. When i felt the heater hoses it could have been hot from the engine but i dought it. They were hot. I am at a lost hear.

both hoses were the same temp? if the heater core is restricted one will be a bit cooler than the other.
