if it was fluid it would effect all gears. the block ring"syncroe" is a type of brake to slow the speed grear down enogh so it can be meshed to the over or under drive gear, i'd say it is worn. mow many miles on it?

try placing it in frist befor starting the engin and when stopping only downshift to second. other than that, transmission will have to come out to repair it.
