1994 Jeep Grand Cherokee: I tested the battery and the battery is good; the alternator is charging the battery from anywhere between 10.3 and 12 amps/volts, is this low enough for the alternator to be bad or could it be a fuse or something else?

you will have to load test
you will have to load test the batt. it should not drop below 10 volts @ 130 amps. checking the voltage @ idle with no load is not a good test for a charging system.
put a drain on batt.. check
put a drain on batt.. check the alt, 14v. should be normal. auto store checks em free.. just take it off.
