So the battery is not charging, I had it tested and it seemed like the alternator so I took it out then had it tested and it is working fine. I changed the fuseable links but still draining the battery. So all together New battery, new neg cable, new fuse

It sounds like the battery terminals are loose or bad. You might need to replace them if they aren't tight. You might also think about a bad alternator, if the new battery isn't being charged the vehicle will not start, but will most likely stall or hesitate especially during idle. Another possibility is the new battery has a bad cell.

Ok so I bought a new neg
Ok so I bought a new neg cable and the car starts just fine the only problem I have now is every time I turn the car off it cuts all the power from the car. The horn won't work or anything, in order for anything to work the car has to be turned on and when I do that the clock is reset, radio reset etc. I was going to buy a new pos cable but it is a speciality item that runs almost $100 so before I do that I would like to see if it may be something else. I don't really think its the alternator cause it has been starting fine since the neg cable was cleaned then replaced I just now have this new problem. I'm somewhat knowledgeable about alternator, starter etc. It's the electrical that I dont know about. Thank you so much for your time and help.

you have either missed a small wire and when cleaning the contact you have brushed the wire on the contact, or you have blown the fuse on your power cable off the battery. good luck. :-)
