During that 15 minutes that the car is sittin and won't start does the engine crank and not turn over, or is it not even crankin?
If it's crankin, the you gotta determined what IS NOT reachin the plugs.

Once the car shuts off, A
Once the car shuts off, A good thing to try is to spary carb cleaner into the intake air way and then try to restart. if it restarts or at least tries to, the problemis fuel related (weak fuel pump, etc).
also, check to see if there is a spark at the plug wires (kinda hard to do).
