OE fuel level sending unit, DVO fuel gauge, and sending unit out of tank. Empty reads empty but with sending unit at full position the gauge only reads 1/4. With ground removed, gauge pegs past full. 74 vw beetle, 2 wire system, 1600 cc . What's wrong

While the sending unit if out
While the sending unit if out of the vehicle, hook up a ohm meter to the wiring that is hooked to the float resister and note the resistance. Move the float up slowly watching the ohm meter to make sure the resistance moves constant and smoothly, if it drops out you have a problem with the resistor. Not sure if you can get just the resistor, you may need a new sending unit. IF you have no problems there, you'll need to check your wiring or the gage for issues. Good luck.
