I take it that you mean that
I take it that you mean that it will not work on fan speeds 1 & 2. This usually indicates a bad fan switch.Remove the switch, leaving it plugged up, check for "BAT" voltage on the power wire. If it indicates battery voltage, turn the switch to each fan speed setting and observe voltage. If it remains about the same on all settings replace the switch. Also, check the grouund wire in the same manner as you switch from low to high fan speed settings.

yes it can be replaced its normaly located below right side of dash in the heater duct close to blowermoter just trace wires from blower to resistor if possible
