The catyletic converter is going to be pretty hot.
If the converter is clogged however it's going to be very very hot, to a point where it's glowing red.
The catyletic converter has "honey combs" inside it. The precious metals in the converter help to eliminate some of the toxic gases that comes out of the tailpipe. When these "honey combs" are clogged, the Catyletic Efficency is comprimised causing this issue.
A bad cat will stink badly and cause a check engine light to come on with a possible p0420 code.
