When i start my 1997 lincoln town car or even turn the battery over i hear a clicking noise. i will hear another clicking noise about every two seconds that sounds like its coming from behind my clock. what is the noise and how do i fix it?

sounds like you've got a
sounds like you've got a relay clicking. the relay works some thing, so play with the wipers, lights, rear defroster to see what the relay is efecting. some thing will not work or work funny. that way you'll know what the noisey relay's circuit is connected to.
if the batt. bad it will be
if the batt. bad it will be hard to start. even if you are trying to jump it. because your tring to jump the starter and the bad batt. the click is on the block is the starter teeth hitting the flywheel, but not a amp. to turn the motor

This post is over a year and a half old and I hope that chihuahua9206 has gotten it wrapped up but I would have to agree, based on the desription, that a relay or maybe an actuator would be a likley cause of a noise in the dash (behind the clock).
I didn't see any specific mention of a starting problem in the original posting but if there is, a battery could also be an issue as well other possible problems pretaining to the starting/charging system. Autozone will perform a starting/charging system test for free.
