I would say that the sending
I would say that the sending unit or sensor for the speedometer must be bad. It comes out the transmission and goes up thru the bulkhead and into the back of the cluster. These vehicles are known for speedometer problems.

maybe you dont have the cable hooked in the right way to the speedo
