2008 Mercury Grand Marquis. Left hand turn signals click at about twice the rate of the right hand turn signals. I checked all the lamps and all appear to be functioning. Can the turn signal relay cause this problem?

All the lamps are working as turn signal lights, as hazard lights, and as tail lights. But I will check the lamps in their sockets.
