cant open tailgate door on my 2001 V70 Volvo wagon? door is unlocked but handle has no resistance, how do I remove the interior panel without damaging the door, or, how can I open tailgate door to repair handle problem? please help, only owned it last 24

It means that the lock pawls, or linkages are disconnected or broken.

You don’t. Damage to the door itself (interior) is not possible. Door panel has to be cut off and opened up while door is still in the closed position. Grinder is the best tool for this job. Repair lock linkage, pawls, etc etc, as needed, then get a replacement interior door panel from a junk yard.

Before you cut the door, go to a body shop, even the dealers body shop for help. Sometimes they have "special" tools for these lockout situations. And they probably have ran into this before.
