In this case the year makes no difference. Design changed in 1999. Are you able to see any portion of the (disconnected) cable in the car? If not then it's broken. Get the car to a pro (unless you're a pro) who can put on a lift and up in the air to get the hood open.

Thank you for posting the year. The reason I asked is that older 325s opened from the back instead of from the front. Taking it to a shop might be your best bet but see if you can sneak anything through the grill to manually release the hood. Careful though that grill is kinda tight and I don't want you breaking it. I wish I had one in front of me to see it so I could be more helpful.

they are designed to prevent tampering with it from the outside, so taking it to a BMW specialty shop or somewhere like that is gonna be the least aggrevating way.
