97 dodge intrepid.. replaced fuel pump and filter but car still wont start. there is no pressure getting to the pump but why? what else can i check? pump is new

You stated there is no;

DID YOU MEAN TO SAY;
"There is no pressure (FROM) the pump?
Fuel pressure comes (FROM) the pump.
An (ELECTRICAL CIRCUIT) flows (TO) the pump.
Are you trying to say that there is no (VOLTAGE) or (CIRCUIT) to the pump?
If yes, HAVE YOU CHECKED FOR?
A failing fuel pump relay?
Blown fuses, circuit breakers, or fusible links?
Circuit or wiring issues to the pump?
Defective grounds?
Wire connector issues at the pump?
is it getting spark, if no

the engine light came on for
the engine light came on for about 3 seconds when it worked last.. the power connected to the pump is working. it seems that everything is working but the pump doesnt sound like its working and theres no pressure.. fuses were tested and so were the wires

You failed to post an engine size.
FYI: a 3.3 uses a (TIMING CHAIN).
A 3.5 uses a (TIMING BELT).
HAVE YOU BEEN MADE AWARE OF THE DIFFERENCE?
Understand that we (MUST) ask questions because (OBLIVIOUSLY) this is online auto repair and we (DON’T) have your Dodge in front of us.

That being said, answering the questions that continue to go unanswered is in (YOUR OWN BEST INTEREST).

Is fuel reaching (ALL) the plugs?
Is spark reaching ALL) the plugs?
Are (ALL) the fuel injectors firing?
Has an excessive (EXHAUST BACK PRESSURE) issue been ruled out?
Is (ADQUATE COMPRESSION PRESENT IN ALL CYLINDERS)?
Are there any????

fuel is not going through the

not sure about the fire injectors but the pump doesnt even seem to be working

all pressure seems to be fine except when it was tested from the engine

the pump needs more than just
the pump needs more than just power, is the pump's ground good?

K-la, With the (KOEO) do you
K-la,
With the (KOEO) do you hear the fuel pump come on? If not bang on the fuel tank a few times. If that doesn't work try jiggling the fuel pump wire harness around. If the banging on the tank, or the jiggling of the wire harness, cause the pump to suddenly come on you know you have a connection issue.
You also have to (CONFIRM) the circuit for the fuel pump. This means making sure the relay, wiring, and connectors are all in good shape. (GROUNDS ARE ESPECIALLY IMPORTANT. (DON'T) use a test light to confirm the circuit. For the most accurate results you should use a (VOLTMETER).
An (ASD RELAY) issue needs to be ruled out as well.
sound like a bad pump, but to
sound like a bad pump, but to double check; disconnect the fuel line at the fuel filter (fuel tank side). hold that line into a container (plastic bottle) and engergize the fuel pump (turn he key on BUT do not crank/spin engine). the pump should run for about 2 seconds and delivery fuel into the container.
If not, and the pump can't be heard/felt running (by touching the gas tank and then turning the key on), AND if it's getting power; the fuel pump is bad.
you can jump the fuel pump
you can jump the fuel pump relay and turn on pump that way, if it runs then the problem is on the control side of relay, fuse,ignition switch or wiring.
if it still doesn't run it in the wiring or pump.
