When replacing a fuel pump in a 1998 blazer do I access it from under back seat or by dropping fuel tank?

You will need to drop the gas tank. I would recommend safely draining as much fuel as possible to lighten the load. Refill when complete.
There is a TSB on replacing the connector with the fuel pump.
If a new Fuel Pump was installed because of low pressure and the vehicle still has low pressure, check the current draw of the new Fuel Pump. The draw should be 8 to 10 amps. If we have low amp draw, check the Rear Harness Inline Connector, located back by the Fuel Tank, for signs of overheating. Be sure to check the wires as well. If the connector or the wires look like they have been hot, replace the connector and terminal ends. NOTE: The Fuel Pump and Sending Unit should be replaced as an assembly.
