Won't Disengage

1993 Chevy S-10 Blazer 4.5 liter V-6 VIN W

Original problem was 4x would not engage. Trouble code was a 2 for encoder motor.

Changed the vacuum switch at the transfer case and the encoder motor ass'y. 4x engages like it used to, but it won't disengage. Lights in switch act normally. The vacuum switch does vent when I try to disengage.

Changed the vacuum actuator and the actuator cable. The cable was very hard to move. Same result, won't disengage until I step on the brake and go into reverse and then back into drive.

When I changed the actuator cable the shift shaft moved freely. When I pulled it out, it did spring back into place.

I have the old boy up on jackstands and all 4 paws off the ground. Is this a valid way to test?

You can't test it like that because the wheels need to sense the resistance from the ground, and backup about 20 feet and try to get it into 2WD. If it goes in you have a transfer case problem.
