Car not starting
2002 Nissan Sentra GXE 1.8L
I am having trouble with my car not starting. The car cranks over, but no fuel is coming into the fuel rail. I have replaced 1. Fuel pump assembly (W0133-1828192) 2. Fuel pump relay 3. Fuel pump fuse. I have checked the voltage at the fuel pump assembly connectors and have 11.53V. I don't think these vehicles have inertia switches, or I have not googled anybody that can tell me where it is. Also, I did bust my fuel tank a few weeks ago and have already replaced it with a used one. The fuel pump assembly was bought new. I just took it out of the package and plugged it in. I have been very frustrated with this situation, any help would greatly be appreciated.

Here's a number of things to think about and check. Post the results.
That 11.53 volts could have something to do with it. Why isn't it 12 volts? Is the the battery run down from all the cranking and attempts at starting? Is the battery in good enough condition to take a charge and deliver voltage? Do you have a wiring problem somewhere in the circuit that's cuttin back on the voltage?
Are you 100% sure you're getting spark to all the plugs?
Have you ruled out an ECM issue?
Are the injectors firing?
Are there any blown fuses, circuit breakers, or fusible links?
Doesn't matter that the pump is new. Could still be defective. With the key on and engine off do you hear the pump come on? With a fuel pressure attached to the rail, and the key on and engine off post the static fuel pressure PSI.
If you spray carburetor cleaner (Don't use starting fluid) into the intake does the engine turn over, or sound like it wants to turn over?
Is the fuel filter on backwards?
When you installed the fuel pump did you accidentally cross the fuel lines?
Are there any kinks in the lines that could be stopping fuel flow?

Thanks, Big, for such a prompt response.
I am not very machenical inclined as stated in my username. What I understand is that the ECM controls when and how everything works, is this aka ECU? I have read on many forum about ECM replacements, but not sure if its for the same reason that I am experiencing.
My battery did indeed go dead after days of trying to start this car up. Before I tested the voltage, I had it hooked up to a running car to charge the battery. Maybe the battery is not charged enough, I am hoping that this is why its not showing 12V.
My car is not home as it left me stranded at work. I was hoping it was a quick fix and have been trying to fix it in the parking lot. I am going to have it towed home and will try the carb cleaner.
I had some help and we tried to listen for the priming of the fuel pump, but we didn't hear humming or feel vibration when they key was turned to on. We also took off a fuel line on the fuel rail and turned the car on. This too was not successful. No fuel dripped out when we took the hose off or when we turned on the car. What is weird though is that the fuel tank builds pressure when I take off the gas cap. Question, is the air in the lines preventing the fuel from going out?
The assembly I purchased already came installed with new filter and pump as I was trying to avoid taking that thing apart.
I dont think my lines are mixed up as they can only reach the connecting neck which they were intended for.
I will fallow your advice about the carb cleaner and checking for fuel injector firing once I get it home. Also will look at all the fuses and relay again. I will update as soon as I get this checked out.

When you check the voltage at the pump you might also want to check for a good ground to the pump while you're at it.
