Tim, Just about any relay can
Tim,
Just about any relay can be jumped. The question is not can it be jumped, the question is why do you want to jump it. The relay is there as "Circuit Protection". What exactly is the problem? Don't buy or replace any parts until we have an understanding of what the problem is.

You might already know about the third pump but you only mentioned the two low pressure in tank pumps and didn't mention the high pressure inline pump. In addition to checking the relay you might want to check fuses and fusible links as well as checking the tank selector. Also, make sure you don't overlook the inertia switch. Your problem might be solved by simply pressing a button. The good news is that three faulty fuel pumps is not all that likely :-)
Post back here with any other questions. We'll be glad to help. Thanks.
Tim, The fist thing to do is
Tim,
The fist thing to do is to determine that the pumps themselves are good. Do that with the cars battery. Make up jumper leads that can reach from the battery to the pumps. Give each pump direct voltage and ground. Any pump that doesn't energize immediately has to be replaced.
