The tank has a vent tube that
The tank has a vent tube that runs parallel to the main filler tube. Check to be sure that that vent tube isn't clogged. Also, drive the vehicle with the gas cap loose (on purpose) when the fuel level is near 1/2 full. I'm thinking that the tank make have a vent problem which causes a vacuum to build up and prevents the fuel from flowing through the pump. If this is the case, driving with the gas cap loose should allow the engine to run even at or below 1/2 full.
I am taking a drive to try
I am taking a drive to try out your suggestion. A local mechanic says the problem could be with be with the scavenge pump circuit which might neccesitate the removal of the fuel tank. I am not so sure that it is an easy task seeing what has to come off before that tank comes down!
